Dembele, 28, has won three championships. He scored 35 goals in 53 games for PSG. In addition to winning Ligue 1 and Coupe de France, PSG also lifted their first Champions League trophy.
Barcelona star Lamine Yamal came second in the voting. Lamine Yamal's father, Mounir Nasraou, said his son missing out on the Ballon d'Or was "the greatest moral damage ever done to a human being".
Nasraou told El Chiringuito TV after the event, "I think this is the greatest, I won't say theft, but moral damage done to a human being. Because I believe that Lamine Yamal is by far the best player in the world."
"Not because he is my son, but because he is the best player in the world. I believe there is no rival, Lamine is Lamine Yamal. Something very strange happened here. Next year there will be a Spanish Ballon d'Or winner."
